Federation is the existence of dual polity. Federalism is a principle of government which defines the relationship between Central Government at the national level and its constituent units at the regional, state or local levels.

it is the system of government in which power is divided between a central authority and various constituent units  of the country. this is refers to federalism. 
in India ,there  are three types of powers sharing 
we focus on vertical power sharingand it is also  called 3 tier.
