If a neutral atom loses an electron, a positive ion is formed; this is known as a cation. ... However, when an electron is lost, the atom becomes positively charged, due to one more positively charged proton than negatively charged electron☺️☺️

Any atom gains or loses electrons in order to satisfy the octet structure. The octet structure is the most stable structure for an atom. When any atom like chlorine or fluorine gain an atom they form their respective ions with a negative charge. Thus, whenever an atom gains an electron, it attains a negative charge.
