SPECIAL-Scientists learned that light travels at a constant speed, even on a speeding train. Therefore, Einstein proposed the theory of special relativity, which boils down to this: The laws of physics are the same in all inertial frames, and the speed of light is the same for all observers
GENERAL-When physicists talk about Einstein's equation they don't usually mean the famous E=mc2, but another formula, which encapsulates the celebrated general theory of relativity. Einstein published that theory a hundred years ago, in 1915. To celebrate its centenary we asked physicist David Tong of the University of Cambridge to explain what general relativity is and how Einstein's equation expresses it.

The SPECIAL THEORY OF RELATIVITY deals with problems involving INERTIAL or NON_ACCELERATING frame of reference ..i.e the body is either at rest or moving with uniform velocity.
On the other hand, GENERAL THEORY OF RELATIVITY dels with problems involving frame of reference accelerating with respect to other i.e body is moving with variable velocity..hope it helps you!
