The state with out {\sf\underline{\green{government}}} leads to anarchy.

Hence the {\sf\underline{\green{government}}} is considered as machinery of the state. It governs the people and maintain law and order in the state.

The state cannot be organised only by population and territory. It needs and other important element that is a {\sf\underline{\green{government}}}.

Thus the states should have its on {\sf\underline{\green{government}}} which may be in any from like democratic, dictatorial, Monarchical or socialist and likewise.
