Hardness of water is determined upon the number of calcium and magnesium ions present in the water. These ions actually react with the long chains of sodium(which is present in the soap) forming scum(which is insoluble in water and reduces the cleansing property of the soap). So the more the number of ions are present the more will be the hardness of the water and will reduce the foaming of the soap when used.
