A heteroatom is an atom other than hydrogen or carbon, such as nitrogen, oxygen or chlorine. Heteroatom-substituted carbonyls are often called "carboxylic acid derivatives" or sometimes "carboxyloids". In carboxylic acids, the carbonyl carbon is attached to an OH group. The OH group is often called a hydroxyl group.

Funtional group:-

group of atoms whose bonding is the same from molecule to molecule. A functional group has similar behavior regardless of the molecule that contains it, so molecules with identical functional groups tend to have similar chemical and physical properties

For example, -OH, the hydroxyl group that characterizes alcohols, is an oxygen with a hydrogen attached. It could be found on any number of different molecules.
