The hydroxide ion (OH-) is a very good acceptor of hydrogen bonds, with the first water molecule binding strongly to form H3O2- (right, where the proton is off-center, giving rise to a low-barrier hydrogen bond) hydrated ions.

Hydrogen Hydroxide. Water. Specifically, water reacting as a base. When reacting as an acid its systematic name is HydroxicAcid. Oddly enough, water can be considered a molecule (H2O), or an ion group (H+ and OH-).
