The ijaradari system was introduced by Warren Hastings according to this the right to collect revenue was given to the highest bidder called contractor for a period of five years. . This system was a failure because bidding was often not related to the actual productivity of the land.

The right to collect taxes was auctioned by the British to the highest bidders. These bidders were usually the highly influential mahajans of the eighteenth century. Once they got the right to collect the taxes, the bankers had to promise to pay a  fixed some of amount to the state. This system of collection of taxes was known as the ijaradari system.
