In December 1929, the Indian National Congress Party agreed to start a movement for complete independence from British rule. The Party decided to start a movement named to disobey the British rule. It became the civil disobedience movement.

There is no real connection between these two unrests, labour and Congress opposition. But their very existence and coexistence, explains and fully justifies the attention, which Lord Irwin gave to the labour problems. London Times, 29 January 1928

Apart from a few stray incidents, armed rebellions against the British rulers did not occur before the beginning of the 20th century.
