Newton's First law states that, "An object at rest stays at rest and an object in motion stays in motion with the same speed and in the same direction unless acted upon by an unbalanced force". 

This means that bodies does not change it's position on it's own.

The tendency to be in original state of rest or of uniform motion is inertia.

So, Newton's first law actually gives concept of inertia.
