The international monetary fund  is an international organisation headquaterd in WASHINGTON DC of 189 countries working to foster global monetary cooperation , secure financial stability, facilitate iternational trade,etc.

The "International Monetary Fund" is an organization. which consist of 189 countries in the world.

EXPLANATION:

They work together on monetary policy , they secure financial stability for countries in debt and in need ,they facilitate "international trade", "promote high employment", reduce poverty around the world and promote sustainable economic growth.

It was created in 1945 it was governed by 189 countries and also  accountable to these '189 countries' which make it as near-global membership.
