Liberty can be simply defines as the state of being free within the society from arbitrary and despotic rule. Liberty enables the man to do whatever he can do but within the framework of law.
Liberty differs from freedom though both are used interchangeably. Freedom means to do whatever one likes without any external pressure while as liberty means to do whatever one likes until it harms other (i.e within legal framework).
