The working definition of literacy in the Indian census since 1991 is as follows:Literacy rate. Also called the "effectiveliteracy rate"; the total percentage of the population of an area at a particular time aged seven years or above who can read and write with understanding.

Hey there!

The number of people of aged 7 or above who can understand at least one language are termed as literates. The number of literates are counted with the census and then converted to percentage which becomes the literacy rate of an area.
