the main difference between the federal form of government and a unitary one is that :

1) the opinion of the citizens are taken into account whereas they are not in a unitary form of government

2) the power is divided between the various tiers of the government , but in a unitary form of government the power is concentrated in the hands of one individual or a group of individuals

example :

the people want their governing leader to change which can be done through the elections in the federal form of government, but in the unitary form of government the people have no voice in the choosing of the leaders.
