Static friction is the force of friction on an object that is not moving. If you push on a stationary block and it doesn't move, it is being held by static friction which is equal and opposite to your push.

Static friction is the force of friction that is trying to oppose the movement of a STATIONARY object. It is determined by the coefficient of static friction and the normal reaction force between the 2 surfaces in contact. The coefficient of static friction applies until the object starts moving (relative movement occurs between the 2 surfaces in contact). While moving, the coefficient of kinetic friction applies and the force is called kinetic friction (which is less than static friction for the same magnitude of normal reaction force between the same 2 surfaces).

NOTE: static friction applies to 2 surfaces that are stationary RELATIVE to each other.
