The speaker is actually the conveyer of a particular line of the poem.

for example :

In the following lines taken from the "The Tale Of Custard, The Dragon"

¡) " Belinda lived in a little white house,

With a little black kitten and a little grey mouse,

And a little yelow dog and a little red wagon,

And a realio, trulio, little pet dragon"

=> Here, The narrator of the poem is speaking about Belinda. So, Narrator is the speaker here.

¡¡) " But presently spoke up little dog Mustard,

I'd have been twice as brave if I hadn't been flustered. "

=> Here, Mustard is saying these lines. Hence, Mustard is the speaker of the above few lines.
