When democratic systems across the world started evolving, the population that had voting rights was fairly restricted - mostly the restrictions were based on education, property or gender. This could be seen in France, England, USA (in USA the discrimination was even racial) and in fact all democratic countries. In colonial India also all adults never had the right to vote. This meant -

If a community starts dominating education it'll continue the domination perpetually by occupying all posts of power

Uneducated were equated to fools as if they couldn't distinguish between right and wrong

And poor were of course kept poor through this system - they never got a voice

Adult franchise, which gives voting rights to all the adults without any discrimination (age limit may vary, it was reduced from 21 years to 18 years during Rajiv Gandhi's tenure in India) is the remedy for this. Of course reasonable restrictions will apply, like a criminal or mentally unsound person may be denied this right. It enshrines the principle of one man-one vote-one value. No person can cast more than one vote and the value of vote of every person is equal. Thus adult franchise is the foundation of democracy.
