Centrifugal force is a reaction force.
For instance, if one whirls an object on a string the force that causes the acceleration towards the center of rotation is the "centripetal" force which
is the tension in the string and used in applying Newton's Second Law.
This can be a little tricky. Suppose you are asked to solve for the reading
on a scale due to a person standing on a scale in an accelerating elevator.
Then the acceleration of the person is due to the difference of the gravitational force on the person's center of gravity and the force of the scale on his feet. However the reading on the scale is due to the force exerted on the scale by the person standing on the scale so then one could say that the reading on the scale is due to a pseudo force.
