holding together = 1.It is a federation in which a country decides to divide it's power between various constituent units. ex . India
2.Central power is more powerful than its constituents.
coming together = 1. It is a type of federation in which many countries come together to form a sovereign state. ex. USA
2.All constituents have similar powers.

Independent states coming together on their own to form a bigger unit is called coming together federation.eg:USA, Switzerland.A large country decide to divided it's power between constituent States and national government is called holding together federation.eg: India , Belgium.
