Residuary power of Parliament has exclusive
power to make any law with respect to any matter not enumerated in list II and III. Such power shall include the power of making any law imposing a tax not mentioned in either of those lists. To article 248(2) it belongs to.

1)The matters which are not included in the division of powers(The Union list,The State list and The Concurrent list) are known as the Residuary powers.

2)The Parliament can make Laws with respect to all those matters.

3)This power belongs to the Parliament.
