What is meant by resolution of vector ? Can a vector be zero if one of its components is not zero?

No. To be a zero vector all the components of the vector need to be zero. A zero vector has magnitude zero.

Let A be a vector with Cartesian components ( a,b, c)

Then ( using bold face for a vector, i, j, k are unit vectors along the X-, Y- and Z- axes)

A = a i + b j + c k, then | A |= [ A² ]½= (a² + b² + c² )½. Now for magnitude of vector A to be zero, each and everyone of its components needs to zero, otherwise |A| is not going to be zero.
