A Parliament session begins with an official summon from the head of the state, who is President in India. It is done on the advice of the Council of Ministers. Once the first day begins, the Parliament is called to be in session. It simply means that the Parliament is sitting and that is functioning and transacting its business.
During the session, it happens at times that the house is adjourned. Adjourment is st times for a definite period. Like it often happens in cases of interruption, like till 12:00 P.M. or as a general adjournment like till the next day. This is signified by the Speaker by the words, “adjourned till _________”. In such cases, it is rather clear, that the Parliament is in session.
At times it for an adjournment indefinitely, which is indicated by the Speaker, by the words, “adjourned sine die”, implying adjournment is without deciding upon the next date of hearing. Even in this case, the Parliament is considered to be in session during the period of adjournment.
A session of Parliament once summoned, can be ended only by another act of the head of the state, known as “to prorogue”. It is again done on the advice of the Council of Ministers. To prorouge means to discontinue a session of Parliament. This however is different from dissolution of the House. The House is very well in existence, but is not in session.
The most important implication of the Parliament being in session in India is that while the Parliament is in session, the Government cannot resort to the power of Article 123 to promulgate Ordinances.
Further, though an important Convention, but not much respected in India, (though I saw some instances of observance of the same in recent times), is that while the Parliament is in session, the Government is expected to make any major policy declaration in the Parliament first.
