It means that every citizen of India irrespective of the colour caste religion etc has the right to speak whatever he thinks and can express his or her thoughts on anything without any restriction ...
its best example is the publishing of journals, newspapers where people from different regions write even in against of people ( mainly politicians)
& they are not stopped in writing such kind of work...
