The freezing, as well as melting points of any liquid substance, is the same.

The melting point of ice is 0 degree centigrade of 273 degrees Kelvin.

Again the freezing point is also the same.

It depends on the latent heat and if heat is gained ice will melt and if heat is lost water will freeze.

One should always know that heat gained is always equal to heat lost and vice versa.
