Micelles are the soap molecules. When soap is dissolved in water they form spherical structure called micelles. These soap molecule are arranged readily so that the hydrocarbon part is towards the water and the ionic part is toward away. The hydrocarbon dissolve the dirt present in the cloth and formed an emulsion at the centre that can be washed with water.
Micelle are formed in soft water because soap are effective in soft water not in hard water.
