The Munro System was formulated by Sir Robert Munro. It was introduced in Madras and later in Bombay when the British ruled over the country as a means to tax the farmers for agriculture. The tax was reduced from half the gross produce to one third of the same. The tax was charged not depending on the actual revenues that the produce generated but on the soil potential.


Also, according to this system, any registered person who held agricultural land was also its owner. This person was at liberty to do what he deemed fit with his land.


The system was also called the Zamindari system or the Ryotwari system.
