yes it is a fertiliser. NPK stands for nitrogen . phosphorous and potassium which are constituents of fertilisers.

NPK is the fertilizer based on the relative content of the chemical elements N, P, and K. These three elements promote plant growth in three different ways.
N: promotes the growth of leaves and vegetation
P: promotes root and shoot growth
K: promotes flowering, fruiting and general hard.
