Actually it has two meanings Oxford dictionary has different meaning and cambridge has different so it depends where you want to use the word:

Oxford meaning:

A person of humble origin who has gained wealth, influence, or celebrity.

ex- "It sounds good that some of the parvenus have volunteered to pay taxes."

Cambridge meaning:

someone from a low social position who has suddenly become rich or successful.

ex- "From this unpromising start, the story apparently went, the young parvenu founded a great people."
