I'm not sure what it means EXACTLY but this is the reason.
In case of HCl, the abstraction of H ion from HCl is endothermic and hence further reaction is not possible because heat is required for the peroxide effect.
And in case of HI , even though the abstraction of H ion from HI is exothermic, the addition of I ion free radical to alkene is endothermic. Hence addition with HI is less likely to occur.
