A scientist named Sorenson developed the pH scale. the pH of a solution signifies wheather it is an acid or base and also it's strength.
solutions with a pH greater than 7 are considered as basic or alkaline . solutions with a pH less than 7 are acidic in nature, and solutions with a pH of 7 are considered neutral.

pH is used to detect the acidity or basicity in a solution. When the pH level of a solution is less than 7, it is acidic; when it is greater than 7, it is basis or alkaline; and when the pH level of the solution is 7, it is neutral.
