The Kamehameha wave is composed of energy, but also has mass. It is a form of matter. Matter can be broken down to “solid,” “liquid” and “gas”

but on the other hand.

plasma” which the universe is 99% composed of. The air (which is a gas) inside of Goku's hands becomes superheated, and it creates plasma.

plasma is

an ionized gas consisting of positive ions and free electrons in proportions resulting in more or less no overall electric charge, typically at low pressures (as in the upper atmosphere and in fluorescent lamps) or at very high temperatures (as in stars and nuclear fusion reactors).

Is it same as "kamehameha" nope

a kamehamha is just  “Turtle Devastation Wave,” while “Onda Vital” means “Vital Wave.”
