ploughing is to tilt the agricultural land to grow crops and levelling is to break the lumps in soil

the process of turning or loosening the soil is called ploughing.

ploughed fields usually have big lumps of soil called crumps. to level these crumps tractors or bullocks are driven with levellers attached to them. this process is called levelling.
