although herbivores are consumers, they are a source of food for carnivores. Since they eat plants, they are eating the primary producers, making them primary consumers. But when carnivores eat them, they turn into secondary producers because they are producing the energy for the meat - eaters since they ate the plants first. So this means that technically, secondary producers are also primary consumers.

primary producer are the producers that produce basic things for eg, who work in the field of agriculture that is further used fo basic purpose or to say is a basic necessity. Secondary producer are types of produce which produce or manufacture products which come from the primary producers. for eg a primary producer produced cotton cloth and secondary producer uses it for making cotton clothes and sweaters etc.
