what is proposition .explain whether x-y>5 is a proposition

A proposition is a declarative statement which is either True or False.

x - y > 5 is not a proposition because here the values of x and y are not given and therefore we cannot say weather the given inequation is true or false.

An Example of Proposition is

x+y = 0 when y = x
The above condition doesn't matches with the equation. And therefore it is False.
