What is required for driverless cars to become available to the public? Why?

First of all the need to make sure it is a safe car that knows where it is going and when to stop. They need to have this for safety. Second of all they have to be many tests performed to make sure the car does what it is suppose to do safely. It also has to be approved by the state and the council.
