there is no absolute definition for rest and motion. It's only relative i.e depends on the observer.
if an object has no velocity wrt you then it is said to be at rest. if it has velocity then it is in motion.
now you might feel that you are at rest, but wrt a person seeing you from space you are in motion rotating with the earth

While a body is said to be in motion If it continously change its position with respect to its surroundings.
