Rest mass (physics), the mass of a body as measured when the body is at rest, but it is relative to an observer who is moving or not, an inherent property of the body. All matter, such as any object, has some rest mass.

Rest mass is the mass of the object/Particle measured in the rest frame of the object. Where v is the velocity of the object in the frame of the observer and c is the velocity of light. Note that the two masses are equal when velocity of object is zero. When photon is moving, it has mass, but its rest mass is zero.

Answer:

Mass is both a property of a physical body and a measure of its resistance to acceleration when a net force is applied. An object's mass also determines the strength of its gravitational attraction to other bodies. The basic SI unit of mass is the kilogram.

AND

The invariant mass, rest mass, intrinsic mass, proper mass, or in the case of bound systems simply mass, is the portion of the total mass of an object or system of objects that is independent of the overall motion of the system.
