Rest and motion are both relative terms.
Rest is the state of an object where it is traveling with no velocity w.r.t another object.
Motion is the state of an object where it is travelling with a positive/negative
finite velocity w.r.t another object.

When a body is not moving with respect to its surroundings it is called rest. For example-wall etc.
When a body is moving with respect to its surroundings it is called motion. For example - a moving car etc.
