Scorched earth is a military policy meant to deny access to anything that might be useful to the enemy . This is typically done by destroying any assets that might be of any conceivable help to the enemy such as food sources, transportation, communications, industrial resources, and even the people in the area.

This practice any be carried out in your own territory as famously done by the Soviets during the Second World War. Stalin ruthless destruction of his own peoples homes, fields , roads, factories etc is said to have played an important part in the survival of the Soviet Union.
