Shifting cultivation is an agricultural system in which plots of land are cultivated temporarily, then abandoned and allowed to revert to their natural vegetation while the cultivator moves on to another plot.
Its harmful coz when ppl will shift for sure they need a place where they will live so they slowly the ppl re going to the forest places where they cut the trees which leads to deforestation which further leads to soil erosion

Shifting cultivation is a type of farming in which a farmer cultivates a small plot of land by cutting down trees, burning the cutted or felled trees, then mixing the ashes in the soil .After that, growing the crops like wheat, yam, cassava,etc.
European foresters regarded shifting cultivation harmful for forests because-
1) they felt that the land which was used for cultivation every few years could not grow trees for railway timber.
2) Besides, the burning of trees may result in spreading of fire into the forest destroying valuable timber..
