if the plastic insulation of live wire and neutral wire gets torn, then the two wires touch each other. this touching if live and neutral wire is called as short circuit.
when two wires touch each other, the resistance of the circuit so formed is
very low, the current flowing will become large and heats up wire and fire may be started.
A fuse a safety device having shorter length, tin plated copper wire having low mp which melts and breaks circuit when current exceed s a safe value.
Fuse works on principle of heating effects if current.

    There are live (phase) wire that carries electricity and a neutral wire in the power supply cable / wire we find at home.  There is a ground connection too as a third point in the electric plug point.

    If the two wires Live and Neutral are connected to an equipment, a rated current flows in the circuit.  In case there is a damage in any equipment or loose connection, the insulation or electrical isolation between the wires breaks down.
 
   In that case, current flows directly from the live wire to the neutral wire.  As the resistance in the circuit is now very less, huge amount of current flows.  This direct connection of live wire with neutral is called "short circuit".   Then due to the large current, the wire gets overheated and burns.  The equipment  may get damaged too.

    There is an electrical fuse at the main power supply at home.  It is a thin wire having low melting point and low resistance.  When large current flows in it, it gets heated up faster than the copper wire and burns and breaks the circuit.  The equipment is then protected from damage.

Circuit breaker:

    There is a circuit breaker in the house.  That automatically disconnects the circuit, if the current increased beyond a fixed value.  This operates on the principle of electromagnetic induction.
