The new tory Government in Britain constituted a statutory commission under Sir John Simon in response to the national movements in India . This commission was introduced on 1928.

this Commission was to look into functioning of the constitutional system in India and suggest changes. the problem was that the commission did not have a single Indian member. they were all British. so it was greeted with the slogan " go back Simon " by people and all parties including Congress and Muslim League
