This is generally considered to be a Standard Resistance (SR) value. They burn within a "standard" temperature range, use a "standard" amount of battery power and produce "standard" taste and vapour amounts. No surprise really that they are considered Standard Resistance then!

... The actual resistance at the top of the tolerance band is 1.2 ohms. Take then a resistor with a value of 1.5 ohms. The resistance of this component at the bottom of its tolerance band is 1.2 ohms.
