The dark web is the World Wide Web content that exists on darknets, overlay networks that use the Internet but require specific software, configurations or authorization to access.

The Surface Web (also called the Visible Web, Indexed Web, IndexableWeb or Lightnet) is the portion of the World Wide Web that is readily available to the general public and searchable with standard web search engines. It is the opposite of the deepweb.

I think the simplest way to explain this is the concept of iceberg. You see in ice bergs in Antartica have two parts-one over the surface and the other under water.Itis estimated that 95 % of the total mass of an ice berg is under water. That means if you see and ice berg with say 100 metres hight,it's other part(under water) may be 5 or 6 time deeper in the water.
This is the case with deep web too.Of the total web(websites, pages etc) what you are accessing is only 20% of the total web.80% of the web is hidden or you can say it is not exposed to larger public. The google you use actually is serving you by searching from this 20% of total web which is also called as surface web(remember the iceberg concept !).For accessing the deep web u need special type of browser like tor.But plz it is recommended that u don't use it becoz deep web is really dangerous.I can even be dangerous to your life if you don't have prior experience in it.Just search about it on google and you will find the reasons
