Second exitation potential means when electron jumps from ground state to third Orbit
So the answer is 12.1 electron volt

but i have a doubt if we want to find 3rd energy for he+ it's equal to -30.6 and energy of ground state for he+,it is -3.4

And secondly, energy comes to be positive because you have to give the energy to excite the electron
