It is not necessary always that magnetic field will exert force on the charged particle.There should be some kind of relative motion between them usually when the charged particle moved from one place to another in the magnetic field.

The correct option to your question is Option C i.e Magnetic field exerts a force , if the charged particle is moving across the magnetic field lines , since it is not fix that magnetic field always exerts a force on charged particle if it is only in contact with magnetic field.
