A balanced chemical equation has equal mass on reactants as well as on product side. (or equal molecules on both sides).
A reaction is balanced to satisfy law of conservation of mass which states that mass can neither be created nor destroyed.

a balanced chemical equation is the one in which the no. of atoms of the elements are equal in the reactants and products side.
eg:- 2H2 + O2 --------> 2H2O

a skeletal equation needs to be balanced because it need to follow the law of conservation of mass.
