The behaviour of refracting ray is always depends on the relative speed of light or, we can say the refractive index or density of the medium.
If the ray travels from lower density medium to higher density medium, the refracted ray bends towards the normal.
And if the ray travels from higher density medium to lower density medium, the refracted ray bends away from the normal.
