As per the act pass by the ministry of environment and forest in 1986 and notified the bio medical waste ( management and handling )rules in July 1998 it is the duty of every 'occpier' (in the case of AIIMS , the director ,AIIMS)i.e a person who has the control over the institution or it's premises .
