During the forest transformation in Java, the whole forest was controlled by The Dutch and many forest laws were enacted according to which no one was allowed to enter into the forests and if anyone tried to do so he was punished. But since they needed workers for cutting of trees and transportation, they exempted some villages from these rents if the villagers worked to provide free labour and buffaloes for cutting and transporting timber.
